But the devil is the details, three groups of people will no longer be sent to labor camp, but authorities haven’t completely shut the books on other cases. People already in labor camps will also not be freed.
On top of this announcement from Yunnan, a Beijing court sentenced 10 farmers from Henan province for illegally detaining petitioners in black jails. But no mention was made of who ordered the farmers to do this.
